Ukraine will be the main topic at a meeting of the Council of Foreign Ministers of the European Union, which will be held in Brussels on 17 November.
At the meeting, which will take place the day after the G20 summit in Australia, the EU foreign ministers will work out three blocks of questions that will address the peace plan in the Donbas, the reforms and the introduction of sanctions.

“We have prepared a document that defines the basic questions that need to pay attention to the ministers”, – told reporters in Brussels on Friday, a senior European diplomat.
According to him, the meeting will focus on three main issues. First of all, it is about how to achieve peace in the east of Ukraine, including the execution of Minsk ceasefire arrangements and border control.

The second set of issues – the implementation of reforms in Ukraine, including the proposed by the president Petro Poroshenko: administrative, constitutional, protection of minority rights, including the Russian-speaking minority, judicial reform, reforms in the rule of law.
“We want to discuss it and see how the EU can help to push these reforms”, – he added.
The third set of questions relating to Ukraine, associated with a possible strengthening of sanctions. The diplomat noted that there are three different types of sanctions. First of all, individual sanctions against individuals and companies that include a ban on the issuance of visas and freezing of assets. Now these sanctions apply to the 119 individuals and 23 companies. The second type of sanctions – sanctions related to the situation in Crimea. The diplomat admitted that they can be strengthened.

The third kind of sanctions – economic sanctions against Russia, but on this issue in the EU Member States do not have a unified position.
