A sample of such notice reads as follows:

We found that some pages on your site, possibly using technology that go beyond the Google Webmaster Guidelines.

In particular, look artificial, unnatural links leading to your site, and possibly started to manipulate PageRank. Examples of unnatural links may include the purchase options for the transfer PageRank or participation in the referenced schemas.

We encourage you to make changes to your site in order to match our quality guidelines. Once you make these changes, please submit your site for review in the search results Google.

If you find a lead to your site unnatural links that you can not control, or remove, please contact the details in your request for reconsideration.

If you have any questions about how to resolve this issue, visit our forum Webmaster Help Forum.

As seen in this notice Google says webmasters that their sites may be penalized just because they are poor quality links.

We recall his first active campaign against paid links Google began in October 2007 and still leads the fight.
